Steinbeck's says the problem in "The Grapes of Wrath" are results not causes.?

I dont quite understand what that statement means. I understand the illumination steinbeck tries to introduce to his readers by stateing all the activities of the migrant works and small times farmers and what they had to undergo during the great depression. Although the question above elludes me and If someone has more insight on if, that would be much appreciated.
