Which came first, the chicken or the egg?

Regarding the recent earthquakes and axis shift of our planet; I've heard it said that the severity of the earthquake in Japan caused the poles to shift. However, I've also heard that the shift of the poles is what caused the earthquake. It has also been suggested that HAARP is very involved with the more recent odd weather patterns. What, if any, kind of illumination can you provide on this matter?
